I don't think there is a right or wrong answer. Assuming your cornea is normal but just thin, PRK is reasonable and many studies have demonstrated safety or PRK in thin corneas. Having said that, if you were my patient I would recommend the ICL. The quality of vision is better compared to the higher laser treatments. Furthermore the ICL is removable, if you don't like it or have issues you can take out out. If you develop a long term cataract, it is easy to address. However, the concern for a thin cornea is weakening it too much (corneal ectasia) which is more difficult to address than a cataract.
In my opinion I would not recommend either PRK or LASIK. I would explore the Visian ICL. The quality of vision will be better than a higher laser treatment, it's removable and you won't have to worry about thinning your cornea too much. If you decide on laser vision correction, I would recommend PRK with mitomycin C to prevent scarring as opposed to LASIK.
