While a picture helps, you do not have an unusual complaint. The durability of a diastasis repair/abdominal wall plication is dependent on how tight it is closed and the strength of the abdominal wall fascia (the tuff layer that covers the muscles). So, while it could simply be a technical error in how the plication was done, it may also be due to the fact that the fascia above the belly button is half the thickness of the fascia below the belly button, meaning it has more of a chance to fail after plication.

From your picture, if this bulge was initially not present and has enlarged over the last year, then it looks as though you may have recurrence of your abdominal fascial laxity (the tuff layer that sits on top of the abdominal muscles). But you would need to be seen in person to be sure. This can be due to sutures pulling though the fascia, or just an inherent weakness of your abdominal wall fascia. You can attempt repeat plication, but that can fail again if the issue is the strength of your fascia, or at the other extreme consider mesh placement to reinforce the abdominal wall. 

From your pictures, everything looks to be well within the normal range. But you should follow up with your surgeon for an evaluation or call them to place your mind at ease. You can sometimes get a seroma (fluid collection) in the breast which can either drain as yours appears to be doing, or collect under the skin which can require drainage in the office. These are typically self limiting but can require close follow up. 

13 days is too early to make judgments about size and shape after breast reduction. There is still significant swelling that must resolve as well as resettling of the tissue. However, it is not uncommon to have some asymmetry after a breast reduction. If there is a significant difference at 1 year, then you may considered a touch up. 

From the picture, it looks as though you had large periareolar/Benelli lift. Your scars and enlarged areolas commonly occur after this procedure unless a permanent purse string suture or some other method is used to combat it. The best way to correct this would be with a Lollipop lift or possibly a small anchor lift depending on what other shape corrections you want.
