In my professional opinion, your hairline is not high. You may find it high at this stage, but in time, years will pass by and it will suit your visage and age better by then. You may lower the hairline, but that work should be kept conservative and the hairline lowered every slightly.
Although your beard can definitely deliver a great deal of grafts and a surgeon can physically harvest the number s/he wants, it is also important to know that an FUE procedure also leaves tiny scarring. When those white dot shaped scars are on the visage, it may look more visible to the eye and may not make you feel comfortable with on daily life. Also, you won't have the advantage of the donor region covering the scars with rest of the native hairs left behind.
