This particular brand of filler is a Swiss manufactured filler and I personally don'y habe much experience in using this. I have not come across it in the UK but I assume it has been appropriately tested.
My preferred choice of filler is either Restylane or Juvaderm.

Firstly the bottom lip needs to be slightly bigger than the upper lip. If you look at something called the ratio of Phi the bottom lip should be 1.61 times the upper lip.
I would use either Restylane or Juvaderm to give shape to the upper lip and touch up the bottom lip to improve symmetry.

The area you are referring to is known as the glabellar region and its to reduce the 'bunny ears' or the 'elevenses' as they are colloquially referred to.
Injections in this area have no impact on raising the eyebrow.

Let me answer the second question first. There is a very very small risk of vascular occlusion and blindness with any filler being injected in the nasal area. The risks need to be discussed prior to the procedure. An experienced injector reduces these risks and I always counsel my patients on what to look out for and I carry the Hyaluronidase with me in case it is ever needed (I have never used it in an emergency). Bad outcomes should not occur if the injector is experienced and has good technique.
To answer your question yes you can use a filler in a post surgical scar, I have done it for numerous patients.

I would suggest some combination treatments.
Ablative laser + PRP initially for 3-4 sessions followed by a gentle chemical peel to improve texture and tone.
After which a peel can be used to improve any indents.

2) Blanching - area appears pale
3) Purple skin colour
4) Skin appears cold
