At this point in time it would not be advisable to "replace" any sutures.  Once the area has completely healed, if you continue to have an issue, you want to consider a revision surgery.  If you need a revision surgery in this area choose a surgeon with expertise in pelvic floor anatomy.

It appears to be a remnant of the hymen.  If it bothers you it can be removed in most cases as an office based procedure.

The size of the labia is highly variable and normal is not defined.  Labiaplasty is typically performed for a patient who has a desires to change the appearance due to personal choice or has symptoms such as pain or discomfort.  If you are happy with the appearance and have no functional/pain issues then I would not recommend a surgery.

A clitoral hood reduction can be done without a labiaplasty but that may not be in your best interest.  It is impossible to give you an educated opinion without an exam or at least several detailed photos.

Clitoral hood reduction will help from an aesthetic standpoint and may help with function. PRP injection in/around the clitoral area has a good success rate fro improving function of the clitoris.
