Looking at your photos, the best result would be achieved with both a chin implant and liposuction combined. The chin implant giving you a deeper neck and liposuction to improve your current neck.  You are also young enough to benefit from the skin retraction needed to get the benefit of liposuction. By combining the procedures you would get an excellent result with one downtime. Also, your results should be subtle enough that everyone doesn't notice. As to the keloids, very few people keloid on the face. But, explain that to your surgeon and they should be able to treat early if you notice a change in your scar.

I think you have to make the decision on what is best for you with all the information you can gather. You have to ask yourself what do you want for an end result. Total resolution or slight improvement? Short lasting or long lasting results?

Surgery is a fantastic option for total improvement with long lasting results. Your surgeon likely suggested neck lift as you have excess skin that is not improved with liposuction. If you have a board certified surgeon you trust, then this is a great option.

You should look at before and after photos of each procedure and determine what you want for a result. Also, consider cost and experience of who is performing the procedure.

The beauty of filler is it can give you the look that you want without surgery. You have to be able to tolerate a needle stick (numbing medication can be used). Also, make sure to find a qualified surgeon who is comfortable performing the procedure. Finally, get the ok from mom or dad because you will need their permission.

At 24 yo it seems unlikely that you have excess skin. However, you may also want to consider lower blepharoplasty with fat repositioning. This will move the fat into the hollow area giving you a smooth transition from the eye to the cheek. Effectively obliterating the dark shadowed area. You should have a complete evaluation by a Board Certified Surgeon in your area.

While having some redness after a peel is normal it should slowly resolve over time. If your peel was done by a Board Certified Surgeon, they maybe able to offer prescription skin care products or may recommend IPL treatment. Discuss this with your doctor.
