I am not aware of any scientific study showing that permanent stretching can result from the over injection of  Juvederm, or any other hyaluronic acid filler. However, my educated opinion is that Juvederm is not "firm" enough to stretch the skin permanently. In other words the gel like nature of Juvederm would not lend itself to permanent stretching. When over injection occurs with Juvederm or any other hyaluronic acid filler there is a simple remedy to dissolve the filler. An injection of hyaluronidase ( an enzyme that breaks down the hyaluronic acid) will dissolve hyaluronic acid fillers.  

If you are truly committed to removing the roses in your tattoo, a laser would be the technique of choice to begin with. In general I would begin with a "test" treatment of a small area in each of the colored roses to determine how your tattoo responds to treatment. Depending on the results of the test it would be possible to give an estimation of the number of treatments required. 
The surgical term excision is used to describe the cutting out the entire skin, which usually leaves an unacceptable scar. 

My compliments on your photoshop technique. It is important to keep in mind that almost no one is perfectly symmetrical and slight asymmetries and may even enhance a person's appearance. That said, the problems you observe can be corrected by Botox for the eyebrow and filler for the cheek. You should consult with a board certified dermatologist, or plastic surgeon to determine which type of filler to start with. 

Choose a doctor, who is knowledgeable about laser tattoo removal! After consultation the doctor should be able to tell you whether or not the type and color of your tattoo can be removed with the lasers in the doctors office. 

You still have most of your hair and this is the time to prevent further loss. The most effective means to do so is to begin taking the oral medication finasteride after consultation with a board certified dermatologist experienced in hair loss treatment. It is important to remember that while hair transplantation surgery can be very successful when performed by experienced doctors, it does nothing to prevent progression of male pattern hair loss. In other words, it cannot stop your own hair from falling out. Only medication can do that. If I were in your shoes I would start this medication and wait at least one year before considering whether surgery is necessary.
