I live in Alaska, we tend to get quicker responses from our state offices since there is less population than the larger cities. The FTC (Federal Trade Commision) is different from the Attorney General's Consumer realations division which is through your state. If you file a written complaint through your State's Attorney Generals office they should send you a letter letting you know how long to expect a reply. There is a process that takes place but it goes something like this: Once you file a complaint they will contact the merchant, let them know of your complaint and ask for an explanation. The FTC may have the phone # for your state and or a website you can go to to download a complaint form and it should come with instructions and important information.

You should file a consumer complaint with your state's Attorney General's Consumer Realations Department and on the compalint form explain it exactly as you did here.
I've had good results doing this in my state. When I told the merchant what I was going to do they said "Go ahead" so I did.
Six weeks later they had to compensate me. You should also call the Federal Trade Commision (1-877-382-4357)and explain your complaint.
