Seems like hormonal imbalance. What you can do is wash your chest and shoulders with antibacterial soap or gel. Taking out as much dirt as possible will also get rid of the propionibacteria which causes acne. Make sure your clothes are well cleaned too. You can try this hypoallergenic topical treatment invicible scars. It works pretty well on such problems
Seems like they're pretty old scars! You can opt for surgical treatments if you like but if you can't afford them, non-surgical treatments are the only alternatives. It's really a difficult task to find the right product. A person who has tried some can only tell you which one's really worth trying or i guess the reviews and testimonials are also helpful. I had facial scars and my derma recommended invicible scars. They took a little long to flatten them maybe because mine too were quite old but it worked. Hope it helps!

Well, i really can't say about the surgeries. I've never really tried surgical methods for treatment. However, i'm aware of InviCible Scars which i used for my scars and it actually worked. The packaging is flashy but the cream in it is worth trying.
