It's absolutely okay to have frosting! As I said before, the frosting that is produced with salicylic peels is often just the chemical re-crystallizing on your skin as the alcohol evaporates. This is why professionals advise against diluting it at home or adding it to other products like your cleanser - water dries out the chemical and it tends to form hard, useless crystals afterwards. Due to the fine layer usually applied in a peel, the crystals will be very, very fine and will look like a frost of dead skin but to the very best of my knowledge, it's not.
I think that the only kind of 'bad' frosting there is applies to much, much stronger peels like TCA - where frosting literally means that the top layer of the skin has been burned away and that it's now reaching the rest of the dermis.
