you post has had me thinking about your situation ever since i read about it. there are so many things that can happen to any of us, that we had not counted on. infection for example--the athlete feature on t.v. yesterday had broken her leg, and after a series of complicatons and infection, had to have her leg amputated. surgery is serious business and is not a plastic surgery vacation--it is a very real risk.
i hope that you are a praying person, and by posting your situation, i believe that those with faith who read about it, will lift you up in prayer. i have seen many miracles!
Here is the midwest, it is rare to find a doctor who will touch you if you have had surgery in a foreign country. They get around this by saying that if you will pay $500 TO JOIN THEIR PRACTICE, then you can be seen. My thought about that is that then I would want the doc to sign a statement saying that he will not retire or move to Florida in the next year--leaving me once again without medical help. You can see their frustration and liability issues, having to clean up some other doctor's surgery problems, or problems patients have. Also think of this--their big money is made in the operating room, not in the office. So no motivation to deal with these potential liability problems that people bring them from having dealt with a foreign doctor.
In foreign countries you cannot sue the doctor if he leaves you disfigured, in most cases. Then anything associated with problems from the plastic surgery may have to be paid for by you, as private health insurance in the U.S. will not pay. After all, your health problems were from an elective surgery.
I know from talking to foreign nurses from England and Australia, that once your country gets national health insurance, they then said that it is so bad that people pay to have for private insurance in addition. Their taxes are much higher due to national health insurance, and then they pay for private insurance too!
