Ok first of all. I am not certain that Glycolic Acid will bring it out. It depends on what type of pigments were used. As I stated before. If it is the stuff I used, it WILL bring it out. It CANNOT be purchased over the counter. It is a liquid in a bottle, and as I stated above it must be used the same EXACT way as the permanent makeup was done. Therefore using the needles and the machine to remove the old pigment from your skin. Of al the people I have seen that has had tattoos removed by lazer, it DID leave a scar. Not saying that it will on you, but I would for sure try the Glycolic Acid first. Ask the person who done your makeup to purchase a bottle. They can purchase it for around $50. If it is that bad of a botch job, this is the least they could do.
