I had IPL done just over 3 years ago. It was at Spa Aethetica in Orange, CA.
At first things went well, then one day I went for treatment and got badly burned on my neck and chest. They said it was normal and everything would be alright. I'm not alright, I have scars all over my chest and three on my neck. It has changed my life. I am no longer comfortable in my own skin. I even dress different to cover the damage. I found out later from an ex employee that the spa wasn't having the IPL machines calibrated and people were getting burned all over the place. Well, that didn't help me at all. So, no, I do not recommend IPL. You should try something less harmful, like, micro dermabrasion. I wish I could go back in time and never had this stupid procedure, but, as they say everything happens for a reason, I'm still tryin gto figure out mine :( I hope this helps in your decision.

Oh my goodness, I'm so sorry to hear this happened to you. If you feel comfortable, please post some pictures so we can see what the burns/scars look like.
