Tightness and discomfort 8 months after implant placement. Could the implants be too large?

I had a double mastectomy with right side latissimus flap (b/c radiation) almost 1 year ago. Implants 480cc. I am 5'4 110#. Prior to the mastectomies, I was a 32A-B, now I am a 32DDD. I did not want to be so big! Now breasts feel very full, uncomfortable to painful; chest feels tight and my pectoral muscle flex frequently which is annoying. My PC says I don't have capsular contraction and that he can put in smaller implants but that might not help my discomfort and they may lose symmetry.
