How to Treat Veins Around Eyes and Dark Circles?

I have purplish circles underneath the corner of my eye & am sure this is a vein type issue. I also have tiny red visible veins around my eyelashes and one towards my brow bone. I would like to get rid of all of them but am accepting that the ones near my eyelashes are probably not safe to treat. It is very important to me as I model & need this area to look more flawless then it does now. Please help and direct me in the correct direction, to do this in a cautious and effective way.
