Can VBeam Laser Help with Dark Circles?

I have dark circles caused by very thin skin and bone structure (complete lack of cheekbones). While I plan to get cheek implants soon, I realize this will help but not solve the circles. A lot of purplish looking capillaries add to the problem.
I have tried hydroquinone and IPL but it appears that this is not a melanin issue, and my VISIA consultation showed a tremendous amount of vascularity around my eyes. I've done some research online and some are saying VBeam is a good option for dark circles - thoughts?
