No, if any thing they will make wrinkles better.
It is critical to understand that dark circles are an optical phenomena. If you have a dark complexion, great care is needed to avoid damaging the skin by hypopigmenting the area. For this reason fillers are sometimes used as an alternative approach. Ultimately there is no substitute for a consultation with an experience cosmetic surgeon.

Chemical Peeling Done Correctly Improves Undereye Wrinkles
Chemical peeling done correctly by an experienced cosmetic physician should improve undereye wrinkles, not cause them. That being said, I do not typically perform chemical peeling of the lower eyelid to improve dark circles (discoloration).
