Under Eye Bags?

I'm 32 and over the past 3-5 yrs have noticed that when i smile i have very noticable "bags" under my eyes. But these only occur when I smile. Now after doing a bit of research i finally think that they are caused by the area under the eye being hollow so when i smile the tear trough are lifts up causing these bags????, Make up has helped, but I'm now seriously considering cosmetic help. I'm just confused as to finding a good doctor to help, in the Fort lauderdale area & exactly what type of help i need.
