Yes, you are a candidate for surgery as long as you are medically stable-enough for the procedure. Medical clearance for the procedure is usually provided by your primary care physician so checking with your PCP first to see if he/she feels you are healthy enough for surgery is your starting point. In my opinion and from the photos, you would benefit the most from an extended tummy tuck that would include removal of the excess skin and fat from the hip region as well as from the tummy.
