Is Tretinoin Gel .01 Stronger Than .025?

I have searched and searched the Internet on this topic and seem to find mixed answers. My derm initially prescribed me tretinoin .025...comes in white and orange tube. Upon my request I asked her to bump me up to the highest percentage. She gave me a script for the .01...which comes in the green and white tube. I was confused to see a lower number so I thought I'd make sure there wasn't a mistake on either her part or the pharmacist's part. Can you clarify which one is the highest?
