Treatment for Lifelong Hyperpigmentation?

I suffer from hyperpigmentation, by birth. It is prevalent on my complete right arm, which gives it a color which is very dark than my original skin color. I have tried laser sittings for a year but that could give no relief.
My age is 23 years/female I look forward to your guidance that is there a genuine cure for this since I can not afford to continue spending for something that doesn't work.
