Best Treatment for Discoloration of Skin Around the Eyes? (photo)

My eyelid area (esp. the extreme outer edges of both eyes) is unusually red/bruised looking. This has been getting worse since adolescence (I'm now 35) and gives me a perpetually tired/ill look that people notice regularly. Two of the three dermatologists I've seen have suggested laser treatments (Fraxel) to improve the discoloration and possibly thicken the eyelid skin. Reading a lot of the negative feedback on Fraxel, I'm looking for additional opinions on possible treatments.
