Treatment for Eczema Scars on Legs

I am african and have suffered from itchy eczema for 7 years. The scratching has left me with very dark hyperpigmented scars on my legs. No creams are working. some of the scars fade but there is a dark shadow which causes un even skin tone. I also have other hyperpigmention marks on legs. The doctor keeps prescribing cream after cream but these are not helping. Is there any instant solution like chemical peels that are safe to use for african skin. Any solution suggested will be appreciated.
