Is Possible to Treat Red Marks or Hyperpigmentation with the Cynosure Laser?

I was told that the only way to treat res marks or hyperpigmentation is with cynosure laser. But I've had read some horror stories regarding treating red marks with laser and lasers that target a particular spot(red marks). Any side effect with the cynosure? for what is used cynosure laser?
