How Do I Treat my Extremely Crusty Elbows?

I have crustiness on both of my elbows. It is slightly flakey...I'm not exactly sure what it is... but everytime I try something the crust appears to eat it and grow bigger (Gross I know) But yeah... I've tried tea tree oil and lotions and dry skin stuff.
