Is Total FX Safe for Removing Brown Spots on Skin Type 4?

I am half-Filipino, considered a skin type 4. Is Total FX laser a safe procedure for my skin type?

My main concern is to remove brown spots from my face, but also wrinkle lines under my eyes. I've been getting mixed recommendations.
