Restasis is only one of many dry eye treatments, and it works for a minority of dry eye sufferers.  It stimulates the lacrimal gland to make tears, but usually only works if the gland is somehow inflamed.  Most people don't have this as their cause of dry eye.  See an ophthalmologist who can evaluate your dry eye and make specific recommendations.
