What is the Best Solution for Fading Stretch Marks on my Breasts? (photo)

I am 18 years old and I have had stretch marks on the top and sides of my breasts since I reached puberty at age 11. Today, I am a C-cup and the stretch marks are a silvery color and visible in most light. Also, the texture of the skin at the top of my breasts is very thin and the "grooves" are clearly visible. I have tried exfoliating the skin and using numerous creams to improve the elasticity of the skin but with little (but some)improvement. Are surgical treatments best for my situation?
