Gauging by your skin type (from the photo you appear to have a  medium complexion) and ink color, Laser Tattoo removal would give you the best chance at a near complete clearance of the iron oxide tattoo ink present in your skin. The Q-Switched ND;Yag laser, I use a Tri-Lase from Ellman, would be indicated for the blue and black ink.
