What is the Best Way for Me to Remove / Hide my Dark Circles? (photo)

Hi, I have dark skin on my eyelids and undereye circles, complete with "allergic shiners" and deep creases under my eyes. I receive allergy shots but still get eczema flare-ups on my upper and lower eye area, sometimes causing my eyelids to swell. The skin in this area is very dry all the time - so I cannot use bleaching cream or Retin-A in these areas as it destroys my skin. I would be grateful for any recommendation on how to hide them and fix the skin!
