Fraxel Restore Dual is better for brown spots.
These are 2 completely different lasers. IPL is generally a better treatment for brown spots and has no downtime, but requires multiple treatments. Fraxel Restore Dual or any other fractional laser will have some downtime but only requires one treatment.
