Telangiectasias Caused by Hydroquinone Cream?

Derm prescribed me hydroquinone & retin-a to treat brown spots on forehead after 30% glycolic peel. Brown spots have faded but now there are 2 red marks more noticable than brown spots. Went back to derm and she said hydroquinone caused this. I stopped using it and only use retin-a at night & vit. C serum in the am. Will this eventually fade or is it permanant and will the retin-a and vit. C make it worse or help it?
