I find the Crest Supreme White-Strips (highest strength available) to be the most effective, although nowhere near as bright as an in-office treatment such as ZOOM.

When you ask about over the counter teeth whitening products I am assuming you are asking due to the cost of whitening at the dental office?!? There are a few at the drug stores such as Crest White Strips. I must say though, the strength of the bleaching material is very low and not prescription strength.
