Treatment for hyperpigmentation caused by trauma?

I'm African American and 15 yrs ago, I was in a car accident with trauma to the head. As I healed, the blood pooled around my eye area, leaving me with darkened skin on both upper and lower eyelids.

I tried a skin treatment which made it more worse and darker. I have tried bleaching creams w/ Retin-A w/no results besides drying out my lower eyelid and leaving tiny dots where it looked as if the pigment was trying to break apart.

To make matters worse, when I got pregnant I had Melasma on the cheeks which overlays or connects to the eye area? Not sure what to do moving forward.
