Where Exactly Are Tear Trough Implants Placed?

I have heard that tear trough implants cannot placed under the eye any higher (or at least not much higher) than the level of the orbital bone. Is this correct? I am considering having the implants, but my main area of concern is immediately under the eye - sort of between the lash line and where the orbital bone begins, especially in the inner corners toward the tear ducts. Is there anything that would plump up this area to help with hollowing and darkness - filler maybe?
