TCA for Scars on my Arms - Please Advise. Will They Become Better?

Hi,Had very prominant scars on my arms. 4 reasons -
1.Got burnt by boiling water when I wa around 16.
2.Left on bleach for about 1 hour and forgot to remove.
3.Lived in Pheonix for long time and sun burnt
4.Went for glycolic peels (about 12) and did not really protect my skin with sunscreen.
I live in India. My arms now have black pacthes. My hands and rest of the body is fair (wheatish/tan for an Indian). But, arms are real black. This winter, I am experiencing itching as well.
