TCA Peel to Help Dark Spots on African-American Skin?

I understand a similar question has already been asked, but I too am African American, with a caramel complexion and large dark spots on both sides of my face. It's very embarrassing to see them stand out in photos taken of either side of my face, as you can see, even though they're usually darker than shown. I would like to completely fade them, but I'm also on a budget. Can I or would you recommend I use a product such as TCA at home to lighten the spots or should I see a professional?
