Tattoo Removal with Tissue Expander?

I tried to remove a tattoo on my left chest using TCA and now I have a partially removed tattoo and a hypertrophic scar in the shape of the rest of the tattoo. Two dermatologist recommended steroid injections and laser treatment for the scar and tattoo. I know however, this would only minimize the scar. I would like to have the whole area removed using a tissue expander. I'd rather have a linear surgical scar than what I have now. Are there any NY doctors familiar with such a procedure?
