Tattoo Removal by Split Thickness Tangential Excision?

I have a tattoo located on my inner forearm, from the wrist up. It's 4 1/2" x 3" inches. I'm thinking of getting it removed by Split Thickness Tangential Excision. I don't care if it scars. Is it safe (on the location of my tattoo)? I read that it doesn't require a skin graft. Can someone explain this tattoo removal procedure to me? How is it done? How does it heal and how successful is it? Again, I don't care about scarring. I just want this reminder off me without laser removal. Thank you.
