Tattoo Faded to a Light Brown-red Colour After Laser Treatment? (photo)

Good Day Experts, I am a woman of colour that had an eyebrow tattoo done almost a year ago, earlier this year (March) I decided to have it removed. The tattoo was a dark brown colour and most of the ink seems to have faded, but we cannot get the remaining ink out (the colour is now a light brown/red). I was adviced that this could be scarring? Please look at the attached pictures and give your opinion, and also advice on what I could do to fade the brown even further, Many Thanks
