It should be possible to have the undesired portion of the eyebrows at least lightened. Complete removal of permanent makeup is usually not realistic, depending on density of the color, chemistry of the product used and skin type. Lasers are not always effective in the removal of permanent makeup pigments due to the presence of titanium dioxide, which may turn black in the skin if exposed to intense heat/light of a laser. Many cosmetic tattoos can be lightened through salt water color reduction, a tattoo-over technique requiring advanced training. You can use the SPCP website to find a technician in your area. Look for someone who has taken Margie Grimm’s course on salt water removal.   You may consult with tattoo removal laser experts in your area. Once the skin has been exposed to laser tattoo removal, the salt water technique may not be effective. So you may want to try the least invasive first; that being the salt water removal/lightening.
