Do You Know a Doctor Using IPL in Sweden?

I've had Fat grafting twice on my lower eyelids. The last procedure was two months ago. It did correct the hollowness, but I believe I have some broken blood vessels or "spider veins".

I've read that IPL can be used to correct this, but it seems that only a handful doctors are so skilled that they do it so close to the eye. Is there anyone in Europe that does this (closest to Sweden as possible), and how long should I wait considering the fat grafting?
