Do I Need a Surgery to Remove Light White Birthmark on Cheek?

I have a light white birthmark on my left cheek since birth. It is not growing. I cover it with light skin tone foundation and blush on and it looks ok. But of course, I cannot wear makeup all the time, I want to look normal and natural and it bothers me. My skin is slightly fair but my birthmark is a bit whiter. Please tell me how to remove it. Is there a cream to make the color of my birthmark the same as my skin color or will it disappear forever with laser treatment? Is it painful?
