Smart Lipo Despite Poor Skin Elasticity?

I am 5'3"; I weigh about 128 lbs., and have about 28% body fat. I recently went to three different doctors to inquire about Smart Lipo for my abdominal area. Two of the three doctors said I would be a good candidate. However, one said that my skin elasticity is bad and suggested a Tummy Tuck. I do not have any stretch marks and I never thought my skin elasticity was bad; but now I am concerned. Would Smart Lipo still help?
