Arranging Fat Cell Quantity to Be Destroyed with Smart Lipo?

I'm thinking of having Smart Lipo on my thighs and hips. My upper body is thin. Can the number of fat cells to be destroyed by the doctor be arranged with Smart Lipo? If so, how? Does the laser destroy %100 of fat cells in the area it's applied? If it destroys all the fat cells in the targeted area, is reducing dramatically the amount of fat cells healthy? I don't want to have very skinny legs or end up without a butt or like a man's butt. Thank you.
