Best Treatments for Lifting and Clearing Skin?

It's full of acne and sun scars. It's strength and texture is so bad. It's so greasy. Healing and repair rate is low. I am just 25.

What's really the best method for making it lifted and clear of any spots and scars? I have had CO2 laser twice and TCA peeling (20%) four times but it's not effective. Please guide me. Regards and best wishes.
