How to Lighten and Even out Complexion in Feet Area?

I'm considering lightening my skin; not my overall complexion but the areas around my feet that have gotten darker due to exposure of UV rays. I'm have a brown complexion, like Eva Pigford, and my feet are about Tyson Beckford's complexion, which is a 2-to-3-shade difference.

I'm really embarrassed to wear sandals in public. I wouldn't care if the contrast of the two tones weren't significant. I have tried hydroquinone, and other at home remedies. How do people like Lil'Kim lighten their entire complexion? I mean even her scalp is lighter, what procedure is this? I did a TCA peel on my feet and I used a strong percentage so now two of my toes got darker.
