How to Even out Indian Skin Tone?

I am a 29-year-old indian girl. My face color is darker than my body color. I don't spend much time under sun. I am using 50+SPF (UVA+UVB) sunscreen. I always cleanse, tone, moisturize using brand products and also exfoliate twice a week. I am using blending bleaching cream at night on tanned areas on alternate days, which makes my skin little lighter in morning, but after some time, it will be all same. I have used TCA Peel twice, but no hope. It has been more than 1 year, and my face color is same and no improvement. I stay in Switzerland. How can I get the color of my face same as my body?
