Liposuction should be used and confined to subcutaneous fatty deposits. The smaller the deposit, the less likely liposuction will be of value. Find a plastic surgeon with ELITE credentials who performs hundreds of liposuction procedures each year. 1) If there is a localized fat deposit, it can usually be treated with liposuction. What is true is that some areas (like the ankles) are a lot trickier than others. But this is just a matter of good technique. The areas you mention typically don't have a lot of fat over them.
2) Some areas (like under the buttocks) should be avoided not because they are dangerous, but because they can produce a bad cosmetic result (sagging buttocks, for example).
