Best Choice for Severely Oily Skin?
Which Laser, light, perhaps radio frequency treatment, or any other options work best specifically at easing out and/or shrinking the oil glands to control excessive oil production?

Smoothbeam or PDT
The Smoothbeam ( Candela) is a 1450 diode laser which is quite effective in damaging the sebaceous glands and decreasing their output. In studies photodynamic therapy has also shown very good results.
The results, of course, although fairly long-lasting are temporary. Accutane is the only modality that will permanently knock out oily skin. However, unless you have cystic acne I would not advise this route.
